As you are aware, new legislation, Assembly Bill 1433, now requires children entering public schools undergo an oral health assessment as part of registration. By May 31 of each year, all parents and guardians of kindergarteners (and first-graders who entered school in grade one) must furnish proof of the dental evaluation.
The deadline for reporting this data is December 31 of each year. Therefore, the deadline for reporting your district's data is December 31, 2010 for the school year 2009-2010.
The San Joaquin County Office of Education, operators of several other statewide web-based systems, has created an online network to help in the collection and reporting of school, district and county level assessment data.
System for California Oral Health Reporting
The System for California Oral Health Reporting (SCOHR), developed in collaboration with the California Dental Association, the Department of Education. ACSA, and CCSESA, provides an inexpensive web-based means of collecting and centralizing all required student oral health assessment data and of meeting all AB 1433 reporting requirements.
At the school level, SCOHR tracks the status of all Oral Assessment Request Forms; at this level, information on when the form was generated and/or sent, when it was returned signed, whether it is pending, etc. is captured. Schools are able to input, manage, and track electronic Oral Assessment Request Forms and all oral health assessment data; bulk upload data to pre-fill the Oral Assessment Request Forms; print pre-filled Oral Assessment Request Forms (individually or in-bulk); and export all data into a standardized format.
At the district and county levels, SCOHR provides a report generator utility capable of running real-time/ad-hoc, custom reports based on all the fields in the system (i.e. school, district, ethnicity, visible caries, treatment urgency, etc.)
Funding
AB 1433 provides district funding for the new program between $8.40 and $8.80 per kindergarten/first-grade student. The SJCOE will charge $.40 per kindergarten/first-grade student to underwrite operation of the SCOHR network. Participating districts will be invoiced after the disbursement of funds by the State of California. The Imperial County Office of Education will be using this system to satisfy the requirements of AB1433 for our programs.
Free Reporting System
** We are recommending that you report your data through the San Joaquin County Office of Education SCHOR web-based system. For your information, you may also choose to report your data through the SCHOR system at a non-participating level (no fee) which would be a summary of your results. A tally count form may also be used as a guideline for reporting.
